Stoke-on-Trent City Council’s Enhanced Partnership Plan and Scheme

Stoke-on-Trent City Council have launched an Enhanced Partnership Plan and Scheme for buses which outlines ambitious plans to improve bus services across the city.

This Plan and Scheme provides a legally binding agreement between the city council and bus operators to deliver lower fares, simplified ticketing, shorter journey times, more frequent bus services, longer hours of operation and improved bus stop passenger information, accessibility and security. By creating the Enhanced Partnership with local bus operators, the city council has secured £31.6 million funding from the Department of Transport to deliver a range of bus service improvements across the city over the next three years, as identified within the city council’s Bus Service Improvement Plan (BSIP), published in October 2021.  

The Enhanced Partnership Plan and Scheme document sets out how the city council will work closely with local bus operators and key stakeholders to deliver the BSIP funded improvements across Stoke-on-Trent. The Plan section provides an overview of the partnership and its governance, a summary of the local bus network, and a clear vision for improving bus services, as set out in the BSIP.

The Scheme section sets out the interventions identified to improvement bus services in Stoke-on-Trent. This includes details of the capital and revenue schemes to be delivered through the £31.6 million BSIP funding allocation secured from the Department of Transport.

The contents of the Enhanced Partnership Plan and Scheme document is ‘live’ and will be regularly reviewed in partnership with bus operators, and updated to reflect progress in delivering the bus service improvement programme over the next three years and beyond.

Bus Service Operators Grant

In both 2022/23 and 2023/24 we received a total of £29,618 from government’s Bus Service Operator Grant. This helps in a small way to financially support vital bus services, although it is a very small amount compared to the current Bus Service Improvement Plan funding we also receive. We have used this grant to support service 26 (Park Hall-Berry Hill-Hanley) and service 50 (Lightwood-Longton-Pool Dole-Hanley) which both operate hourly in the middle of the day, Mondays to Fridays.
