The City Council can issue penalty charge notices - sometimes known as PCN's - in a number of circumstances, such as:
- Parking illegally
- Breaches of dog control orders
- Breaches of a community or public space protection order
- Environmental crime
- Grafitti and fly-posting
- Abandoning a vehicle
- Littering
- Vehicle repairs and sales on the road
- School truancy
- Smoke free penalties
- Failure to comply with a waste receptacles notice (not following a waste bin notice)

Paying a PCN
You can pay a PCN online on our website, you will need a reference number that can be found on the notice.
Scam awareness
We are aware of a new text scam that requests payment for a Penalty Charge Notice. Please be aware that this is a scam. Local Authorities will never request payment for a penalty charge notice via SMS message or similar.
Scam text messages can be reported to Action Fraud on 0300 123 2040 from 8am to 8pm, Monday to Friday.
