Penalty charge notices

The City Council can issue penalty charge notices - sometimes known as PCN's - in a number of circumstances, such as: 

  • Parking illegally
  • Breaches of dog control orders
  • Breaches of a community or public space protection order
  • Environmental crime
  • Grafitti and fly-posting
  • Abandoning a vehicle
  • Littering
  • Vehicle repairs and sales on the road
  • School truancy
  • Smoke free penalties
  • Failure to comply with a waste receptacles notice (not following a waste bin notice)

Paying a PCN

You can pay a PCN online on our website, you will need a reference number that can be found on the notice.

Scam awareness

We are aware of a new text scam that requests payment for a Penalty Charge Notice. Please be aware that this is a scam. Local Authorities will never request payment for a penalty charge notice via SMS message or similar.

Scam text messages can be reported to Action Fraud on 0300 123 2040 from 8am to 8pm, Monday to Friday.

Unable to pay

If you are unable to make a payment you should contact us as soon as possible. Contact details can be found on the notice
