Stoke-on-Trent City Council has established a newly created Procurement and Commercial Services (PCS) organisation which is accountable for both procurement activity and payment services. That PCS provides strategic leadership for all procurement and contracts management activity, strategic sourcing, policy and governance setting, central buying and payment services activity across the council.
The council’s Procurement and Commercial Transformation Programme is introducing category management to address its strategic procurement needs and is centralising tactical purchasing activity through a central buying team.
Joining up procurement operations and payment services with the category management and the central buying team, is transforming Procurement and Commercial Services into a leading edge and professional organisation through becoming more focused, more integrated, more disciplined, which will allow the authority to drive significant value.
What will we deliver?
The Procurement and Commercial Transformation Programme will deliver;
- Deliver a new Operating Model that is both “fit for purpose” and drives value for money:
- Develop and implement a new 3-year Procurement Strategy for 2024-27;
- Adopt a common strategic approach for all tendered activity.
- Implement a common approach to support devolved Contracts Management and improved Supplier Relationship Management.
- Create a “commercially confident” and high performing team.
- Adopt improved commercial governance.
- Adopt the best technology that meets the Council’s needs for managing and supporting Source to Contract (S2C) and Procure to Pay (P2P) activity.

Successful candidates will be able to demonstrate:
- Experience of category management and the development of category strategies.
- Experience of leading on complex tender processes, including working with stakeholders, cross functional teams and partner organisations.
- Be a problem solver and develop options for effective decision making.
- Be able to drive change.
- Be able to deliver in a fast-paced environment supporting multiple projects.
- Influencing stakeholders at all levels.
- Knowledge of Public Contract Regulations 2015.
- Experience of developing policies and processes to provide drive effective governance, compliance and process efficiencies.
- A comprehensive understanding of the Source to Contract and Purchase to Pay processes.
