- The Home Energy Conservation Act 1995 recognises the role local authorities can play in delivering carbon reduction and fuel poverty plans. It requires all English authorities to prepare reports setting out the energy saving measures the authority considers practicable, cost effective and likely to result in significant improvement in the energy efficiency of residential accommodation.
