The Etruria Valley site lies within the Stoke-on-Trent Ward areas of Etruria and Hanley, Burslem Central and Moorcroft. The site also lies next to the west coast main railway line and A500 at Wolstanton next to the administrative boundary with Newcastle-under-Lyme Borough Council.

Etruria Valley is identified as a strategic priority for the city particularly in terms of employment land provision. The document includes guidance and development principles on land use, the amount of planned development, required access arrangements, ground remodeling, principles for the consideration of urban design and open space, landscaping, biodiversity, flooding, drainage and sustainability.
